What "not cleaning" actually means
A dishwasher cleans with hot water, spray pressure, and detergent. Take away any one of those and dishes come out dirty. The machine may still fill, hum, and drain like nothing's wrong, which is why people blame the soap. Pay attention to the pattern instead. Food stuck only on the top rack points to spray. A white haze on everything points to water temperature or hard water. Chunks redeposited on clean dishes point to the filter or drain, and grit in the bottom of glasses is a filter story almost every time. The pattern narrows the cause before anyone picks up a tool.
Start with the filter and the spray arms
Most of the calls we take in older Connecticut homes come down to a clogged filter. Pull the bottom rack out. At the floor of the tub there's usually a cylinder you twist out, plus a flat mesh screen under it. Rinse both in the sink with warm water and a soft brush. Then spin the spray arms by hand. They should turn freely. Hold one up and look at the holes, because bits of glass, seeds, and label paper plug them. A toothpick clears most of that. Check the upper arm too, and make sure nothing tall on the bottom rack is blocking the arm from turning.
Water temperature, detergent, and loading
Dishwashers want hot water coming in. Run the kitchen faucet until it's hot before you start a cycle. That one change fixes a surprising number of film complaints, especially in walk-ups where the water heater is two floors away. Detergent matters too. Old powder that's clumped in the box has lost its punch, and pods stored in a damp cabinet do the same thing. Make sure the dispenser door isn't blocked by a tall pot and that it opens mid-cycle. Loading counts: bowls facing down, nothing nested, no big platter shielding the whole lower rack. Skip the pre-rinse. Modern detergent needs some soil to work against.
When it's the pump, valve, or heater
If the filter is clean, the arms spin, and the water's hot, the machine itself is short on something. A weak wash pump won't build spray pressure, so the top rack stays dirty. A partly clogged inlet valve or a kinked fill line means the tub never fills enough. A failed heating element or thermostat leaves the water lukewarm the whole cycle, and some models heat with a flow-through unit you can't see. A jammed soft food chopper grinds nothing and pushes debris back onto the dishes. These are internal parts. They need panels off, power disconnected, and testing, not a homeowner job.

We put the machine in service mode and watch each stage on its own: fill, wash, heat, drain. We measure the actual water temperature in the tub, not what the display claims. We check fill level against spec, because six ounces short kills spray pressure. We meter the heating element and the thermostat. We pull the sump and look at the chopper and pump impeller for glass shards or a rogue toothpick. We inspect the check valve and the drain hose loop, since dirty water siphoning back is a common cause in tight basements with low hookups. Then we tell you plainly what's worn and what isn't. Should I rinse dishes before loading?
Scrape, don't rinse. Detergent enzymes need food residue to grab onto, and spotless dishes going in often come out with more film. Do remove bones, pits, and labels. Those are what clog filters and spray arm holes.
Why is only the top rack coming out dirty?
Usually spray pressure or the upper arm. Check that the arm spins freely and its holes are clear. Also make sure the feed tube behind the lower rack isn't blocked. If both check out, the wash pump is likely weak.
Can hard water cause this?
Yes. Hard water leaves a chalky film on glasses and builds scale inside the machine over time. Rinse aid helps a lot. A periodic run with a dishwasher-safe descaler clears buildup from the arms and heater.
